Is the water that comes out of a spout next to the kitchen sink faucet still called tap water?

It is a main valve that I use for dishes. Then there is a small outlet of the right side of the basin with a lever that I use to plastic jugs for water coolers to fill at home. Is the water that comes out of this place other than the main tap water?

I changed o ring on kitchen faucet to fix leak it is still leaking but now water want come out of spout. HELP?

It is a Moen “Caldwell” lever mixer. It was leaking, so I changed behind the O-ring. You lose again, but now wants the flow of water through the mouth or what have I done wrong? Please help!
